Specialised County Council Units for increasing absorption capacity of small administrative structures - UK Global Opportunities Fund Select four best proposals from County Councils in Romania and provide them expertise in setting up or increasing the effectiveness of specialised departments at county level that are going to provide support to small administrative structures in creating strong public partnerships, develop forward planning systems, identify priority projects that will attract funding and be deliverable. Provide support for development of real project applications for Structural Funds, establish implementing and control structures. The project will also collect and disseminate through a national campaign the practical experience of setting up County Council Units to enable all County Council to adopt and implement similar models.

TA for the identification, preparation, implementation of projects to be financed in the future CBC/Neighbourhood Programmes – EU Phare Provide technical assistance to the joint administrative bodies of the Neighbourhood Programme (JTS-Joint Technical Secretariat, JCC – Joint Cooperation Committee and JSC – Joint Steering Committee), during the start-up phase of the Neighbourhood Programme; to assist the Implementing Agency in Romania and the CBC Regional Offices in Timisoara, Iasi and Suceava , with Neighbourhood Programme implementation processes during the start-up phase and to participate (as member) in the Evaluation Committees.

Institution Building to Strengthen the Co-ordination Function for ESC Policy Design and Implementation at regional level- development region NE – EU Twinning programme To provide advice on internal and external communication between the RDA, RDB and stakeholders. Facilitate a series of workshops and meetings throughout the region on the development of information and communication networks for regional partners and (potential) final beneficiaries to build capacity and accelerate preparations for Structural Funds.

Strengthening the Administrative Capacity of the Managing Authority for the Community Support Framework within the Ministry of Public Finance – EU Twinning programme Facilitating the National Development Plan (NDP) consultation process and assisting with the preparation of final drafts working with NDP drafting teams and partners. Assisting with the preparation of final drafts and correct versions of Regional sections and the relationship with NDP. Handling gaps and overlaps and address inconsistencies. Reviewing the implementation arrangements that are being proposed in the draft SOPs/NDP particularly in relation to Regional and Transport MAs. Assisting with the conversion of the NDP into the NSRF and the supporting OPs and set into the National context. Review of the documents to ensure coordinated policy, uniform delivery and consistency.

Programming and implementation of pre-accession support for Phare ESC and transition to Structural Funds - Phare Development and delivery to potential final beneficiaries 4 training modules (24 editions) on ERDF project preparation, finance and implementation. Design and implement 3 modules (8 editions) on cost benefit analysis, financial risk and management to managing authority, intermediate body and final beneficiary staff. Organise and manage 6 secondments for 46 participants. Provide on the job training to members of staff of the Ministry of European Integration General Directorate for Regional Policy and Programming on Human resources and staff development.

Structural Funds alignment of local policies - UK Global Opportunities Fund Assist the local authority planning units to align their policies strategically and in line with Structural fund requirements. Build the capacity of the local authorities to identify quality projects, which will meet the eligibility criteria of Structural funds. Provide a very practical focus on the experience of developing and delivering on successful projects. Highlight the importance of improving and developing strategic and operational partnerships between the key Ministries, Regional Continuing Education Centres, Regional development agencies and local public authorities. Train identified personnel in regional development project preparation. Identify and train key personnel in training-for-trainers in the Structural Fund "programme cycle".
